In the Constitutional Era, many associations were established all over Iran, especially in Guilan’cities such as Rasht, Anzali, Lahijan, and Astara. The Formation of these associations, like other organizations and NGOs, was to establish a new arrangement and pay attention to the role of people in social and political affairs with a focus on constitutionalism and settlement of law and freedom. The Anzali National Association was established in a small port on the shores of the Caspian Sea, a city that played a role in becoming familiar with the West. The special geographical location of Anzali Harbor further increased the activity of the Anzali National Association. Despite of important and various roles of this association, no independent reasearch has been done about that. So With emphasis on basic role of the association, this research tries to answer to following question: What were the functions of the Anzali National Association? This association performed various functions in the political, social, economic, and public welfare fields. Explaining and studying this issue is achieved based on historical data provided through newspapers and books in the descriptive-analytical library method.Research findings show that theNational association of Anzali with the support of people and other associations, not only defended constitutionalism and its institutions but also attended to many economic and social issues based on peoples’ request and achieved some success.

Although Guilaniyan and Deylamian, as the most important tribes residing the plain and mountainous regions in the south of Caspian Sea, were tediously subjugated by Sassanids during their early establishment of their government, their relations were accompanied by many rises and falls during the Sassanid government. The current research paper proposes that Sassanids, considering the war force of Deylamian, intended to take advantage of the war skills of these tribes in their wars with Romans and their other opponents and enemies. But, with their military dependency on these tribes, they attempted in their programs to keep Guilan and Deylam regions as parts of Sassanid kingdom. The present study aims at analyzing the convergence and divergence reasons of Deylamian and Guilaniyan to and from Sassanids in their political relations and battles. The present study makes use of a descriptive-analytical method based on library data. In regard of the Sassanids’ relations with Gil and Deylam tribes, the authors try finding an answer to the question as to what policies have been adopted by the Sassanids in respect to Deylamian and Guilaniyan considering the importance of them in the military and political structure of Sassanid government. The study results indicated that Sassanids envisioned Deylamian as warriors the domination over and deployment of which in their military structure could strengthen their military might and superiority.

The local government of Al-Kia ruled Gilan and areas to the east of Sepidrud known as “Biah Pish,” from the eighth to the tenth centuries of the Hijra. Having adopted clever policies with regard to the requirements and political relations of their time, this ruling family managed to stay safe from the attacks of Iran’s central governments. They even managed to maintain their domestic autonomy. Using an analytical descriptive method, this study seeks to investigate factors leading to Al-Kia’s convergence with the central governments as well as issues that led to an increase in their divergence from the central governments and desire for more autonomy. The findings of this study indicate that factors such as Al-Kia’s desire for holding power within this local family and staying safe from the central rulers’ attacks bolstered convergence between the two sides. On the other hand, factors such as Al-Kia’s desire for controlling more territory, geographical and climate factors, their adherence to a religious denomination different from that of the central government, the region’s economic independence, abundance of water resources, and peasant’s ongoing struggles throughout the history of Gilan were among the driving forces of divergence.

Local historiography is a branch of knowledge which studies and records historical events that taking place within the borders of a city, state or a region and is a subcomponent of the country’s history. The significant aspect of local historiography is its connection with a specific area and its role in political development of mainland. However, Historians has express different view in fall of Sasnaian in ancient time, including Arab strong forces, their belief in Islamic thoughts and in contrast pointed to corrupted Sasanian nobles and the differnce among nobles as the main factor for the Sasanian fall, but it seems the role of Dailaman land in political development during the Sasanian in particular its role in fall of Sasanian has been ignored and no research has specifically addressed this issue. In this paper it has been tried to investigate the role of Dailaman land in the fall of Sasanian government using historical documents and resources.
